The European Institute for Cooperation and Development (IECD) is an international solidarity organization created in 1988 in France which implements socio-economic development projects in partnership with local institutions across 16 countries. The IECD intervenes in particular in the fields of education, vocational training and professional integration, entrepreneurship and access to health for the most vulnerable people.

The IECD started its activities in Vietnam in 2013 and currently supports 4 projects:

  • A support program for Micro and Small Entrepreneurs (MSE)

  • The Seeds of Hope (SOH) program which improves vocational training quality and job integration for young people in Automotive maintenance in Ho Chi Minh City

  • A Southeast Asian network of vocational schools in the hospitality and catering industry (ASSET-H&C)

  • French bakery school (LBF) in HCMC, Hue, Bac Ninh

The Micro-Small Entrepreneurs Support Program helps small entrepreneurs improve their businesses through training and mentoring/coaching, equipping them with practical knowledge and management tools. Launched in Ho Chi Minh City in 2013, the program expanded in 2025 through Ubuild, a social enterprise that extends support to entrepreneurs in additional areas.

Key Responsibilities

Under the management and supervision of the IECD country Director and in close collaboration with the program team in Paris, the project manager will be in charge of ensuring the successful implementation and development of the MSE project in Vietnam:

Project Operations & Strategy

  • Lead strategy and delivery: set priorities/KPIs, own the roadmap, and coordinate execution across teams and partners.

  • Run operations: manage day-to-day workflows and admin/logistics (incl. paperwork/authorizations with local authorities).

  • Track performance: monitor KPIs indicators; validate key milestones with the Country Director.

  • Quality & learning: ensure beneficiary impact; drive continuous improvement and capitalization/knowledge management.

  • Compliance: uphold legal, fiscal, and labor rules; engage local expertise when needed.

Finance, Budget & Fundraising

  • Budgeting: develop and manage the annual operational budget

  • Compliance & controls: ensure proper use of funds per donor/IECD procedures; manage commitments vs. available funding/cash flow.

  • Fundraising: maintain a pipeline/calendar; coordinate concept notes, proposals, budgets/logframes; steward donors and reporting.                                                                                              

Project Development & Partnerships

  • Ecosystem: build and animate stakeholders supporting entrepreneurship.

  • Partnerships: identify and cultivate new partners (INGOs/NGOs, authorities, private sector) interested in the MSE Program.

  • Incubation & Scale-up: contribute to the development and structuring of incubation services; support high-potential entrepreneurs in scaling up; explore and facilitate access to impact investment opportunities and blended financing mechanisms.

Ubuild Development

  • Lead the strategy & offer: contribute to Ubuild’s strategic direction and refine its service portfolio based on pilot/market feedback.

  • Partnerships & Commercial strategy: develop a basic client/partner pipeline and coordinate core go-to-market and communications (key assets, events, success stories).

  • Results: track outcomes and share learnings for scale.

Team Management

  • Lead & Develop: foster cohesion, purpose, and IECD values within the team.

  • Routines & performance: run weekly team meetings/1:1s; set objectives and conduct evaluations per HR policy.

  • Staffing lifecycle: manage recruitment, onboarding, development, and exits.

  • Comms & social: work with the Communication Officer on needed tools and manage social media channels (content calendar and contents, approvals, posting cadence, community management, basic analytics).

 Your Profile

Qualifications and skills:

  • Project & team leadership: planning, KPIs, budget, risk, delivery.

  • Autonomous, adaptable, proactive; strong ownership and organization.

  • Stakeholder communication & representation (public/private); strong networking; comfortable in multicultural settings.

  • Entrepreneur focus: able to connect with SMEs and understand their business challenges.

  • Languages & writing: fluent Vietnamese; professional English (spoken/written); solid writing/presentation.

  • Digital: Word, Excel, PowerPoint; collaboration tools (e.g., Teams/SharePoint).

  • Fundraising/partnership experience is a plus

Education: Master’s degree, business school or equivalent

Experience:

  • 5+ years’ experience in the private sector and/or NGO/development sector.

  • Experience with SMEs/entrepreneurship and multi-stakeholder coordination is an asset.
